The easiest way on the day. Ticket machines and counters at the Shinkansen stations sell the standard fare, and most take foreign cards.

Online, direct from JR
Book on JR's official sites at the standard fare, then collect the ticket at a machine with the card you paid with. Eki-net (JR East) covers Tokyo to Kanazawa; e5489 (JR West) covers Kansai and Tsuruga.

Several trips in a week
If you will ride a lot, price it against the Hokuriku Arch Pass, one pass for seven days of Shinkansen and limited express rides.
